Ensure the user account has the correct role to view reports in the site
- Site Sittings > Site Permissions > Grant Permissions
If nothing else works, change the Reporting Services Encryption Key:
- Open Central Admin
- Application Management > Manage Service Applications
- Choose Reporting Services Service Application
- Click Manage
- Click Key Management > Change Encryption Key
- Click OK to begin the process
- Test
